The short version: you reach the inside of Benagil cave from the water, on a licensed boat tour or a guided kayak or SUP tour. A motor boat may stay inside for two minutes. A paddle group may stay for up to eight. Nobody lands on the sand under the hole, nobody swims in, and nobody paddles in without a guide.
Those rules replaced a decade of improvised visiting. Below, each question people search for gets a direct answer, with the point of the edital it rests on. Where the official text gives no figure, this guide says so rather than guessing.
The short answer
Benagil cave is open, not closed, and it is visited from the sea under the Capitania's edital. Licensed motor boats hold inside for two minutes and use the western opening; guided kayak and SUP groups enter by the eastern opening in single file and stay for up to eight minutes. Landing on the inside beach, swimming in, floating aids, unguided paddle rentals, diving, fishing and navigation between sunset and sunrise are prohibited. The free way to see the cave is from the fenced clifftop above the skylight.

Can you do Benagil caves without a tour?
No. The water inside and around the cave is reserved for licensed, guided craft, and swimming or paddling in on your own is prohibited. The free alternative is the view down through the skylight from the clifftop.
The Capitania do Porto de Portimão regulates the cave with Edital 019/2024, in force since 13 August 2024, and its first amendment, Edital 009/2025 of 2 July 2025. The scope is wide: the cave system between Praia do Vale da Lapa and Praia da Albandeira plus the water within 500 metres of the coast. Inside that zone, kayak and SUP tours and rentals without a guide are not allowed. Entering the cave by swimming or with a floating aid is banned outright.
What you can do on your own is walk. From Praia de Benagil a footpath climbs east along the cliff and reaches the fenced hole in roughly 5 to 10 minutes. You look straight down into the cave. Can I swim in Benagil Cave?
No. Point 4.2 of the edital prohibits entering the cave by swimming or with any floating aid, and tour listings forbid leaving the boat while inside.
This is the rule that surprises most visitors, because for years photos of people swimming the 150 to 200 metres from Praia de Benagil into the cave circulated widely. Those photos date from before the restrictions. Today the ban covers swimmers, boards, rings and any other floating aid, and it covers the whole regulated zone, not just the cave mouth.
The reason is simple. Summers in the early 2010s brought swimmers stranded inside on a rising swell, paddle craft and boats crossing paths in a confined space, and rescues. The Capitania first limited access in October 2023 with an interim notice, Edital 324/2023, and the 2024 edital made the ban permanent.
Swimming near the cave is a different matter. The listing for the Carvoeiro boat trip mentions an optional swim stop outside the caves when conditions allow, and the guided kayak tour's listing includes a swim break on its route. Both happen away from the cave itself, at the guide's or skipper's call.
The Benagil small-group boat departs from the beach in sight of the cave; the listing states a one-hour trip past 15 to 20 caves with stops of about three minutes each.

No. Landing on the sand inside the Algar de Benagil, or any similar cave, is prohibited for everyone. Boat passengers stay on board for the whole visit, and paddlers stay in their kayaks.
The small beach under the skylight was the whole point of the old Benagil visit. Boats dropped passengers off, people waded ashore, and the photo of someone standing on the sand in a shaft of light went around the world. Point 4.2 of the 2024 edital ends that: no landing and no use of the sand inside the Algar de Benagil or any comparable cave. Any such photo you see now was taken before August 2024.
In practice a motor boat enters by the western opening, holds position for two minutes while you look up, and leaves. A guided paddle group enters by the eastern opening in single file, turns in a U inside the cave and paddles back out the same side. The flagship Portimão tour's listing states plainly that there is no leaving the boat, and the other boat listings follow the same line.

Is the Benagil Cave closed?
No. The cave is open and regulated, not closed. Access runs through licensed tours, and on a given day it closes in practice when swell or poor visibility keep the boats out.
The confusion comes from the history. The cave went viral in the early 2010s. Each summer brought more boats, more stand-up paddleboards, more swimmers, and with them accidents inside the grotto and rescues. After the 2023 season the Capitania issued an interim restriction on 11 October 2023. A government working group led by CCDR Algarve then set a carrying capacity for the cave; its public consultation closed on 10 June 2024, and the Capitania signed Edital 019/2024 on 30 July 2024. The 2025 amendment adjusted the numbers.
What closes the cave on a given day is the sea. The edital bars access when visibility is under 1,000 metres and bars navigation between sunset and sunrise. Operators do not run in rough water, kayak tours are cancelled first, and a moderate swell is enough. Tide matters less than swell here. Yes, on a guided tour. Unguided kayak or SUP rental is not allowed in the area. Paddle craft enter and leave by the eastern opening in single file, with at most eight minutes inside.
Kayaking gives you the longest look at the cave that the law allows, four times what a motor boat gets. The 2025 text (point 1.j) rules out kayak and SUP tours and rentals without a guide anywhere in the regulated zone. A guide may lead a group of up to 6 paddle craft, must hold first-aid or basic life support certification, and carries a whistle, a knife, a first-aid kit, a towline and a way to call the shore. Up to 14 paddle craft may be inside at the same time under the 2025 amendment, double the 2024 figure. Life jackets are worn for the whole visit; helmets to the EN 1385 standard are required near cliffs and caves with rockfall risk.
Be careful with online rentals. A two-hour unguided kayak hire is still sold for this stretch of coast, and paddling it into the cave area would put you on the wrong side of the edital. Book a guided tour instead. The guided kayak tour from Benagil runs for 2 hours according to the listing, uses two and three seat kayaks, takes ages 6 to 75 and includes life jacket, waterproof bags and a certified local guide. The listing states a weight limit of 100 kg per person.

The prohibitions in point 4.2 of the edital, in full: landing or using the sand inside the Algar de Benagil or any similar cave; entering by swimming or with floating aids; access when visibility is under 1,000 metres; scuba and free-diving in the caves; navigation between sunset and sunrise; fishing and spearfishing in or near the cave; and bringing craft within 100 metres of the waterline on bathing beaches. Capacity is set at 5 motor boats inside at once (the 2024 text said 3 under 12 metres or 1 over 12 metres) and 14 paddle craft. Operators report monthly trip and passenger counts to the Capitania and report rockfalls within two hours.
Enforcement falls to the Maritime Police and the local maritime authority, with the environment agency APA, the municipalities and the nature agency ICNF alongside. Fines for operators run from four figures to six figures depending on the breach, with seizure of the craft or suspension of the licence as possible extra sanctions. Recreational craft face their own band of fines, and the 2025 amendment added a fine for private individuals who ignore the life jacket or helmet rule. The widely repeated figure of a fixed fine per swimmer is not in the official text.
Did it work? In June 2025 the president of the Algarve tourism board, André Gomes, told the Lusa agency that there had been no more incidents of overcrowding inside the cave or of boats crossing paths with kayaks and swimmers, that the rules would stay, and that the 2025 adjustments raised the boat cap while reducing fines for individuals.

Is it safe to swim in a cave?
Not in this one. Swell, rockfall and boat traffic in a confined space make the inside of Benagil cave a poor place to be in the water, which is why the edital bans it.
Three hazards stack up inside Benagil. The first is swell: a set of larger waves pushes into the chamber and the sand under the hole shrinks or disappears, which is how swimmers ended up stranded in the viral years. The second is rockfall. The edital requires operators to report falls within two hours and requires helmets near cliffs at risk, which tells you how seriously the authority takes it. The third is traffic: up to 5 motor boats and 14 paddle craft may be inside at once, each on a timed visit, and a swimmer in that space is invisible from a helm.
The coast here lies inside the Parque Natural Marinho do Recife do Algarve - Pedra do Valado, a marine natural park created in 2024, which adds an environmental layer to the rules. Noise inside the caves is treated as a serious environmental offence in the edital's fine schedule.

What to do before entering a cave and what to wear on a Benagil cave tour
Check the sea forecast the evening before, arrive early for the safety briefing, keep the life jacket on, and dress for spray: swimwear under light clothing, a hat, sunscreen and shoes that can get wet.
Preparation starts with the weather. Boats do not run in rough seas and kayaks are the first to be cancelled, which is why the listings used on this site state free cancellation up to 24 hours before and, in the Carvoeiro case, an alternative date when weather stops the trip. Check your operator's message on the morning of the tour.
Arrive early. The Benagil small-group boat's listing asks for check-in 30 minutes before departure at the operator's ticket shop. The kayak tour's listing asks for 30 minutes before the water safety briefing and 45 to 60 minutes in high season because of parking. The Armação de Pêra listing says to arrive 20 minutes early and warns that you may get your feet wet boarding from the sand.
- Wear swimwear under a light layer, a hat that stays on at speed, and sandals or water shoes.
- Bring sunscreen, water, a towel and a light jacket; the Carvoeiro listing names exactly these. The Lagos listing recommends warm clothing and provides windbreakers and helmets if needed.
- Leave behind anything that cannot get wet. The kayak tour includes waterproof bags; boat tours do not say so.
- Keep on the life jacket for the whole visit. The edital requires it of everyone.
